What they are actually asking is if the plastic material that covers the structural bumper can be repaired. Bumper repairs to today's polyurethane bumper covers are possible but somewhat limited. For the do it yourselfer, you are limited to removing damage where the bumper has been dented. The plastic used in these bumper covers has a memory. So in some cases you can
use a heat gun to warm the damaged area and the dent will simply pop out. In more extreme cases you will have to remove the bumper cover to gain access to the inside of the cover. Again warm the damaged area with the heat gun all the while pushing out the dent from the backside of the cover. If you attempt to remove a dent from polyurethane bumpers, do not overheat the damaged area. It does not take a lot of heat to make a bumper pliable so that the dent can be "massaged" out. Too much heat and you may find yourself repainting the cover.
If the plastic bumper on your car or truck is gouged or torn, it also can be fixed. However, this type of repair is best left to the pros. There are patch kits available and plastic welding that can be applied in certain repairs. An experienced and trained collision center technician will know if a repair is possible. Additionally, when a plastic bumper cover needs to be refinished, special preparation and priming is required. In many cases the cost of the repair will exceed the cost of replacing the cover. Keep in mind the bumper cover is only for appearance. A damaged bumper cover will not affect the ability of the structural bumper from doing its job. If you are driving an older vehicle you may choose to leave the bumper damage alone.
